The release of support under the Mechanism should be contingent on the conclusion of an agreement between the Commission and Ukraine on the detailed provisions for the implementation of the Mechanism, and on the positive assessment by the Commission of a request for non-repayable financial support submitted by Ukraine. Ukraine should provide the Commission with the necessary information to ensure that the Mechanism supports bilateral loans up to the total amount due to the bilateral lender concerned. Exceptionally, and for duly justified reasons, the Commission could also assess requests for payments from bilateral lenders.
