The recent natural disasters in Central and Eastern Europe, as well as in Southern Europe, have had a devastating effect on the rural populations living and working in those regions. A considerable amount of agricultural and forestry production potential has been destroyed and, as a consequence, farmers, forest holders and rural businesses in the regions affected by natural disasters are faced with significant losses of income. In order to quickly address the vulnerabilities of the Union’s food system and of rural communities resulting from those natural disasters, it is appropriate to rapidly provide exceptional effective support through the European Agricultural Fund for Rural Development (EAFRD), implemented under rural development programmes, and to provide for more flexibility for the existing rules.
