Egypt re-engaged with the IMF in early 2024, and reached a staff-level agreement on 6 March 2024 on a revamped extended fund facility programme scaled up to USD 8 billion. The new programme was adopted by a Decision of the IMF Executive Board on 29 March 2024, and it aims to address the areas of: (i) credible exchange rate flexibility; (ii) sustainable tightening of monetary policy; (iii) fiscal consolidation to preserve debt sustainability; (iv) a new framework to rein in infrastructure spending; (v) provision of adequate levels of social spending to protect vulnerable groups, including from rises in the cost of living and energy price; and (vi) implementation of the state ownership policy and reforms to level the playing field with a view to promoting the development of the private sector in the economy. Together with the signature of the staff-level agreement, Egypt also enacted a flexibilisation of the exchange rate, and raised the central bank’s key policy rate by a sizeable 600 basis points, in line with the priorities of the IMF programme. Staff-level agreement on the fourth review of Egypt’s economic reform programme was reached in December 2024, and the IMF Executive Board completed the review in March 2025.
