Recital (5)

The Republic of Cameroon has not been able to fulfil its obligations under the VPA, namely in relation to the progress in establishing the FLEGT licensing scheme aimed at verifying and attesting, by means of a FLEGT licence, that timber and derived products exported to the Union are legally produced or acquired. Therefore, the Commission believes that the VPA will not enable timber and timber products from the Republic of Cameroon to benefit from the provisions of Article 3 of Regulation (EU) No 995/2010 and, as of 30 December 2025, of Article 10(3) in conjunction with Article 3, point (b), of Regulation (EU) 2023/1115 of the European Parliament and of the Council.
