For the purposes of road safety, it is necessary to update the harmonised minimum requirements to be met by the applicant before a driving licence can be issued. This should include the knowledge, skills and behaviour connected with driving power-driven vehicles, the driving test, and the minimum standards of physical and mental fitness for driving such vehicles.
