The new framework for the exchange of driving licences issued by third countries should also be viewed as a tool to address the shortage of professional drivers, inasmuch as the rules intend to facilitate the free movement of holders of driving licences of various categories. Given that driving by nationals of third countries, who are employed by or work for an undertaking established in a Member State engaged in road transport within the Union, might be subject to the further requirement of qualifications attested by a Certificate of Professional Competence (CPC), the Commission should assess how the expected positive effects of the new framework could be supported further in relation to other driving documents, without prejudice to the overall goal of improving road safety in the Union.
