Recital (7)

In order to provide for legal clarity, and to guarantee a seamless transition between this Directive and Directive 2006/126/EC, Member States should be able to store additional personal data on a microchip, if this is provided for by national law which complies with Regulation (EU) 2016/679. However, this Directive does not itself provide a legal basis for the inclusion of such additional data.
