Where a Member State of the offence imposes a driving disqualification on a person having his or her normal residence in that Member State but holding a driving licence issued by another Member State, the Member State of the offence is entitled to exchange the driving licence for the purpose of applying that driving disqualification. Where a Member State of the offence withdraws the driving licence of a person having his or her normal residence in a Member State other than the Member State of issuance, the Member State of normal residence should be responsible for issuing a new driving licence, taking into account the information made available by the Member State of issuance in the EU driving licence network referred to in Article 15(1) of Directive 2006/126/EC of the European Parliament and of the Council.
