This Directive should be without prejudice to the provisions of Directive (EU) 2025/2205 which state that a driving licence should be considered as cancelled, withdrawn, suspended or restricted until the person subject to a driving disqualification has fulfilled any conditions, imposed by the Member State of issuance, which that person is required to comply with in order to be able to recover the driving licence or apply for a new one. Where a driving licence is mistakenly issued to an applicant who has still to fulfil any such conditions, Member States should be able to refuse its recognition, including after the end of a period of prohibition.
