In the context of the United Nations Framework Convention on Climate Change (UNFCCC), approved by Council Decision 94/69/EC, land and soil are considered simultaneously as a source and a sink of carbon. The Union and its Member States, as parties to the UNFCCC, have committed to promote sustainable management, conservation and enhancement of carbon sinks and reservoirs.
