As the number of potentially contaminated sites and contaminated sites could be very high and the level of risk that a contaminated site poses can vary from very low to very high, it is appropriate to follow a risk-based and stepwise approach for identifying and investigating potentially contaminated sites and for managing contaminated sites. Such approach can enable Member States to prioritise certain sites. By prioritising certain sites, Member States can take into account the potential risk a suspected or confirmed case of contamination poses to human health and the environment, as well as the social or economic context. The evaluation of the potential risk involved in such prioritisation is much more generic than the site-specific risk assessment that is carried out on a contaminated site.
