Coordinated measures by all Member States are necessary to achieve the vision of all soils being healthy by 2050 and to secure the provision of ecosystem services by soils across the Union in the long term. Individual actions of Member States have proven to be insufficient since soil degradation is continuing and even increasing. Since the objectives of this Directive cannot be sufficiently achieved by the Member States but can rather, by reason of the scale and effects of the action, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 TEU. In accordance with the principle of proportionality as set out in that Article, this Directive does not go beyond what is necessary in order to achieve those objectives.
