Directive 2013/11/EU is to continue to apply to disputes between consumers and traders only. Disputes between traders do not fall within the scope of that Directive. Nevertheless, Member States can, in accordance with Union law, facilitate access to ADR procedures for the self-employed or microenterprises so that such businesses have the possibility to benefit from independent, impartial, transparent, effective, fast and fair ADR systems.
