The countries of origin of successful applicants in 2022 and 2023 include mostly countries whose nationals are subject to the visa requirement. In 2023, most applications were from nationals of China (519) and Russia (237). Contrary to other third countries that operate investor citizenship schemes, Vanuatu has continued to accept and process applications from Russian nationals since the start of Russia’s war of aggression against Ukraine.
