Cross-border regions are at risk of being disproportionately affected in times of crisis. During the COVID-19 pandemic, the negative economic impact on cross-border regions due to border-related measures taken by Member States was more than double the average impact on all the Union’s regions in terms of GDP loss. That experience reinforces the need to provide for a means to address cross-border obstacles.
