In its opinion of 6 May 2025 on the legislative proposal forming the basis for this Regulation, the European Court of Auditors stressed that cohesion policy is often used as an emergency response tool, which risks undermining its primary longer-term aims and objectives. Therefore, it is essential to ensure that any measures taken in the context of emergencies do not obstruct the objectives of cohesion policy.
