Recital (2)

As the Union’s main investment instrument within the multiannual financial framework, cohesion policy drives targeted investments that contribute to economic, social and territorial cohesion, as set out in Article 3(3) of the Treaty on the European Union (TEU) and Article 174 of the Treaty on the Functioning of the European Union (TFEU), while at the same time addressing emerging challenges. Moreover, the mid-term review is committed to the partnership principle and the principle of multi-level governance to safeguard an effective, regional and citizen-centred implementation of cohesion policy. Therefore, any reallocation under the mid-term review should be carried out in accordance with the European code of conduct on partnership.
