To achieve a balance between the effectiveness of the authorisation procedure and the risk profile of the applicants, the consultation procedure should be optional for the competent authority. The consultation procedure should allow the competent authority to consult other competent authorities and the Commission where it is considered necessary based on the information submitted by the applicant and customs information made available in the CBAM registry.
