Regulation (EU) 2023/956 applies to certain carbon-intensive goods imported into the Union. Goods listed in Annex I to Regulation (EU) 2023/956 include other kaolinic clays in the list of cement goods. While calcined kaolinic clays are carbon-intensive products, this is not the case for non-calcined kaolinic clays. Non-calcined kaolinic clays should therefore be excluded from the scope of Regulation (EU) 2023/956.
