Article 26 — Entry into force and application

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. It shall apply from 17 December 2027. However, Article 3(1), Article 5(6), second subparagraph, Article 16, Article 17(1) and Article 18(2) and (3) shall apply from 16 December 2025. By way of derogation from the second paragraph of this Article, Article 1(2), point (d), Article 12, Article 13(1), Article 17(2) and (3) and Article 19 shall apply, as far as shippers and operators, agents and masters of seagoing vessels are concerned, from 17 December 2028.
