Handling requirements should take into account internationally recommended good handling practices as well as existing requirements on the handling of plastic pellets established by the industry in the Union. In this regard, it is important that the Union and its Member States pursue efforts to make the recommendations in MEPC. 1/Circ 909 mandatory at international level. Furthermore, the Union can promote discussion at international level on the obligation for carriers to notify competent authorities when transporting plastic pellets in a country different from the one in which they are established.
