While the aim of this Regulation is to prevent plastic pellet losses by all economic operators, EU carriers and non-EU carriers, the obligations for micro-, small and medium-sized enterprises should be adjusted to mitigate the burden on them. Member States, on the other hand, should not be prevented from introducing or maintaining more stringent protective measures. Such measures, including targeting economic operators handling more than 5 tonnes of plastic pellets, are to be compatible with the Treaties.
