Recital (29)

The successful implementation of the actions required to prevent, contain and clean up plastic pellet losses requires the full cooperation and commitment of economic operators’, EU carriers’ and non-EU carriers’ employees. Economic operators, EU carriers and non-EU carriers should be required to train their staff according to their employees’ specific roles and responsibilities in order to ensure they are aware of and are able to install, use and maintain the equipment and execute the procedures necessary to ensure compliance with the requirements laid down in this Regulation, including how to monitor and report plastic pellet losses. Where appropriate, economic operators, EU carriers and non-EU carriers should adopt corrective measures including, where necessary, the improvement of equipment and procedures in place. They should also be required to monitor and keep records of annually estimated quantities of losses to help fill persisting knowledge gaps.
