In order to ensure transparency, competent authorities should make certain information publicly available. This includes the notification on installations operated, involvement in the transport of plastic pellets in the Union including significant changes to what was previously notified, the establishment of an authorised representative, risk management plans, self-declarations of conformity, certificates and permits, which should be accessible on an easy-to-find, free and unrestricted website. However, to ensure safety and confidentiality, competent authorities should be able to withhold specific details if their release would jeopardise the safety of the installations concerned, the safety of the local population, or other public interests. The Commission should also publish lists of national websites and authorised representatives of non-EU carriers to ensure wide access to this information while safeguarding business confidentiality.
