In order to ensure that the objectives of this Regulation are achieved, and its requirements are enforced effectively, Member States should designate their own competent authorities responsible for the application and enforcement of this Regulation. In cases where there is more than one designated competent authority in their territory, Member States should ensure close cooperation between all designated competent authorities in order to ensure that the duties of those authorities are fulfilled effectively.
