Recital (15)

Where a decision to temporarily suspend the visa exemption has been taken on the grounds that a visa-exempt third country with which a visa liberalisation dialogue has been successfully concluded has not complied with the specific requirements on external relations or fundamental rights which were used to assess the appropriateness of granting a visa exemption or on the grounds that there has been a deterioration in the Union’s external relations with that visa-exempt third country, and that decision targets categories of nationals of that third country in positions of responsibility, the Member States should take all necessary steps not to provide for exceptions from the temporary visa requirement for the entire duration of the temporary suspension.
