It is essential to be able to fully trust the travel, identity and breeder documents issued by visa-exempt third countries. It is also essential that such documents cannot be easily falsified or counterfeited. As deficiencies of a systemic nature in the document security law or procedures of visa-exempt third countries could lead to risks or threats to the public policy or internal security of Member States, it should be possible to trigger the suspension mechanism on that ground.
