Article 11(1) of the Charter states that everyone has the right to freedom of expression, which includes the freedom to hold opinions and to receive and impart information and ideas without interference by public authority and regardless of frontiers. Article 12(1) of the Charter states that everyone has the right to freedom of peaceful assembly and to freedom of association at all levels, in particular in political, trade union and civic matters. Those rights are fundamental rights of every citizen of the Union.
