The Agencies and the Commission should specify appropriate controlled vocabularies for data they receive and store and, where relevant, incorporate them in submission software or formats. Moreover, in order to facilitate a smooth electronic exchange of data through the common data platform, the Agencies and the Commission should agree on the required formats and controlled vocabularies for providing data to the common data platform. Whenever the Agencies or the Commission establish formats or controlled vocabularies, they should cooperate with each other to ensure their consistency and interoperability. In order to ensure uniform conditions for resolving divergences in data formats and controlled vocabularies, implementing powers should be conferred on the Commission.
