Recital (57)

The observatory should not be regarded as a substitute for required risk management action on any chemical in cases where a hazard or risk has been identified. In order to provide for an efficient and consistent approach for the generation and dissemination of all such additional information, the ECHA should oversee the work of the observatory and make the regularly updated data and information it collects available through the common data platform or by means of other communication channels, as appropriate. In order to ensure uniform conditions for the implementation of the requirement to select chemicals to be included in the observatory, implementing powers should be conferred on the Commission.
