Recital (3)

The reattribution of certain existing scientific and technical tasks to the appropriate Union agency, as well as the attribution of entirely new tasks, were proposed as part of ongoing revision of Union legal acts. This Regulation provides for other tasks, which are provided for under Union legal acts which are not in the process of being revised, to be reallocated to the European Chemicals Agency in order to benefit from its expertise and capabilities in the assessment of chemicals. This is in line with the one substance, one assessment approach to ensure that technical and scientific work is performed by the appropriate Union agency, benefiting from demonstrated experience and established tools in its field. This Regulation should be adopted at the same time as a Directive amending Directive 2011/65/EU of the European Parliament and of the Council, aiming to achieve the same objectives.
