Since administrative records are the most cost-efficient and administratively efficient data sources that embrace the once-only principle, it should be possible to use them for all data sets provided to the Commission, provided that Member States confirm, where applicable by use of estimation methods, that the coverage and quality of those data sources is sufficient and provided that they thoroughly describe the coverage and quality in the quality reports and metadata accompanying the data transmission.
