European statistics on population and housing should address the persistent lack of data regarding hard-to-reach population groups such as persons residing in institutions, persons with disabilities, homeless people, persons with a migrant background and stateless persons. In order to capture the best possible picture of society and to prevent social and economic inequalities, Member States should strive to ensure that hard-to-reach population groups are accurately covered. The pilot and feasibility studies launched pursuant to this Regulation should be used to address this matter.
