In the cases covered by this Regulation, the immediate award and performance of a contract prior to its signature resulting from procurement procedures carried out with the support of the Commission for the purposes of this Regulation could be justified given the existing geopolitical situation, especially where the seriousness of the circumstances and of their implications for the security of the Union citizens require that the deliveries of the defence product concerned be effectively performed without any delay. For that specific purpose and by way of derogation from Article 175(1) of the Financial Regulation, it should be possible to allow the performance of the contract to begin before the contract is signed, where the need for such a measure is duly documented by the contracting authority.
