To achieve its objectives, a SEAP should be able to entrust, through a delegation agreement, one or more of the entities eligible for funding under common procurement actions under the Programme with one or more of its tasks. In particular, international organisations such as the OCCAR and NSPA, as well as the EDA have resources, competences and skills in the management of defence cooperation which could offer added value to SEAPs. Where a SEAP entrusts another entity with the performance of its tasks, it should remain responsible for the compliance with its obligations under Union law, in particular this Regulation. It should therefore ensure that the delegation agreement includes such obligations and take any appropriate measure to ensure they are met.
