In order to carry out its tasks in the most efficient way, a SEAP should have legal personality as from the day on which the implementing act establishing the SEAP takes effect and should benefit from the most extensive legal capacity in each Member State. A SEAP should also benefit from the most extensive legal capacity in associated countries and Ukraine in cases where they are members of the SEAP. It should have a statutory seat within the territory of a Member State.
