For the implementation of the SEAP, more detailed provisions should be laid down in its statutes, on the basis of which the Commission should examine the compliance of an application with the rules of this Regulation. It is important that the statutes clarify what administrative capacities are foreseen to ensure compliance with Union and national rules applicable to the handling of defence products. Without prejudice to existing Union and national rules on the export of defence products, SEAP members should be able to unanimously agree on an approach to such exports.
