In order to reduce the risk of shortages in the supply of crisis-relevant products, it is necessary to accelerate the ramp-up of production facilities related to the production of those products, in particular by ensuring an efficient and timely administrative treatment of any application related to the planning, construction and operation of such facilities. For that reason, Member States authorities should ensure that the most rapid treatment legally possible is given to such applications.
