After publishing the notice on the initiation of the procedure, the Commission should request the competent advisory body to disseminate it further through appropriate channels and to provide an opinion on the need for a Union compulsory licence and on its content. The Commission should set a time limit for the submission of the opinion. That time limit should be reasonable and appropriate in view of the circumstances of the case and of the urgency of the situation.
