After receiving the opinion of the competent advisory body, the Commission should assess whether to continue the procedure for granting a Union compulsory licence. Where the Commission, having taken into account the opinion of the competent advisory body, considers that continuing the procedure is justified, it should inform, as soon as reasonably practicable, any right holder whose interests could be affected by the Union compulsory licence, and the potential licensees. The Commission should inform the right holder and the potential licensees of the envisaged content of the Union compulsory licence and provide a summary of the opinion of the competent advisory body. In addition, the Commission should invite the right holder and the potential licensees to submit comments within a set time limit, including on whether voluntary licensing agreements have been concluded.
