Appropriate levels of fines for non-compliance with the obligations laid down in this Regulation, and of periodic penalty payments to put an end to the non-compliance with such obligations should be set, taking into account any aggravating or mitigating factors. Limitation periods should apply for the imposition of fines and periodic penalty payments, as well as for their enforcement. In accordance with Article 297 TFEU, the Commission should notify the addressees of its decision on fines or periodic penalty payments. In accordance with Article 261 TFEU, the Court should have unlimited jurisdiction in respect of all Commission decisions imposing fines or periodic penalty payments.
