The enhanced cooperation authorised by this Decision is to respect the competences, rights and obligations of non-participating Member States. Non-participating Member States should not contribute to the financing of the expenditure of the enhanced cooperation or to the coverage of the guarantee for the contingent liabilities linked to the Loan to Ukraine. Therefore, non-participating Member States should be entitled to an adjustment in accordance with Article 11 of Council Regulation (EU, Euratom) No 609/2014. That adjustment should cover the expenditure related to the enhanced cooperation authorised by this Decision and any call on the guarantee for contingent liabilities linked to the Loan to Ukraine.
