Recital (1)

In accordance with Article 19(5) and (6) of Directive 2014/49/EU of the European Parliament and of the Council, the Commission has reviewed the application and the scope of that Directive and concluded that the objective of protection of depositors in the Union through the establishment of deposit guarantee schemes (DGSs) has mostly been met. However, the Commission also concluded that there is a need to address the remaining gaps in depositor protection and to enhance the functioning of DGSs, while harmonising rules for DGSs’ interventions other than payout proceedings.
