Recital (1)

On 28 July 2010, the United Nations General Assembly recognised the right to safe and clean drinking water and sanitation as a human right that is essential for the full enjoyment of life and all human rights. To fully realise that right in the Union, Member States should improve access to clean water and sanitation, in particular by improving the quality of both surface water and groundwater used for the abstraction of drinking water by implementing Directive 2000/60/EC, and through the effective implementation of Directives (EU) 2020/2184 and (EU) 2024/3019 of the European Parliament and of the Council.
