Furthermore, integrating river basin specific pollutants into the definition of chemical status of surface waters ensures a more coordinated, coherent and transparent approach in terms of monitoring and assessment of chemical status of surface water bodies and of related information to the public. It also facilitates a more targeted approach to identifying and implementing measures to address all chemical related issues in a more holistic, effective and efficient way. Therefore, the definitions of ecological status and chemical status should be modified and the scope of chemical status should be widened to cover also the river basin specific pollutants, hitherto part of the definition of ecological status in Annex V to Directive 2000/60/EC. As a result, the concept of EQS for river basin specific pollutants and related procedures should be included in Directive 2008/105/EC. The status of a water body should not be considered as having deteriorated merely because of that change.
