The status assessment under Directive 2000/60/EC is based on the one-out-all-out-principle and it should remain so. It is therefore important that Member States take all possible measures to achieve good status or potential, as appropriate, in relation to each relevant individual quality element. At the same time, to ensure that progress or lack thereof on individual quality elements is visible, even when not all of them reach good status or potential, and that progress or lack thereof across the Member States can be compared, indicators of progress should be developed and harmonised at Union level for the uniform presentation and reporting by Member States of the status or potential of those individual quality elements in a disaggregated way. Those indicators of progress should be interpreted without prejudice to the conclusions drawn from applying the one-out-all-out principle.
