Article 11 — Inciting, aiding and abetting, and attempt

1. Member States shall take the necessary measures to ensure that inciting the commission of a criminal offence referred to in Articles 3 to 6 and 8 to 10 constitutes a criminal offence. 2. Member States shall take the necessary measures to ensure that aiding and abetting the commission of a criminal offence referred to in Articles 3 to 6 and 8 to 10 constitutes a criminal offence. 3. Member States shall take the necessary measures to ensure that an attempt to commit a criminal offence referred to in Articles 9 and 10 is punishable as a criminal offence, and shall consider taking the necessary measures to ensure that an attempt to commit at least one of any of the criminal offences referred to in Articles 3 to 6 is punishable as a criminal offence.
