Recital (32)

Member States should therefore also prepare national diversification plans for crude oil and petroleum products which should include measures in place and planned at national level to ensure transparency and traceability of oil imports from the Russian Federation. The Commission should provide recommendations on those plans. They should be subject to the rules of professional secrecy and not be disclosed without the agreement of the relevant Member State. The Commission should continue to address the problem of the use of so-called shadow fleets to circumvent Union restrictive measures on oil, in particular by pursuing the actions set out in REPowerEU Roadmap.
