The measures introduced by this Regulation fully reflect the principle of energy solidarity. Indeed, the level of exposure to Russian gas imports differs between Member States, and many Member States have already taken measures to phase out Russian gas. This Regulation will ensure a Union-wide harmonised approach to the phase-out of Russian gas, preserving solidarity between Member States.
