Article 1 — Subject matter

1. This Regulation establishes rules for the free movement of detergents and surfactants in the internal market, while ensuring a high degree of protection of human health and the environment. 2. This Regulation does not affect the application of Regulations (EC) No 1907/2006, (EC) No 1272/2008 and (EU) No 528/2012.
